Some have said that exiting the cell they are in and even leaving the game and reloading works. You can also try waiting for 1 hour at a time for a few hours, saving and reloading. You may have to try this a couple of times to get it 'unstuck'. It says they're busy or I can't advance the dialog even though my journal clearly tells me to speak to them.Ī - They're most likely stuck in a scene.
